Warmer homes, healthier lives
NICE makes clear recommendations in its guidance – Excess winter deaths and illness and the health risks associated with cold homes – on how to reduce the risk of death and ill health associated with living in a cold home. Keeping people warm helps meet a range of public health goals:
- improving health and wellbeing amongst vulnerable groups
- reducing preventable excess winter death rates
- reducing cost and pressure on health and social care services.
There are a wide range of health conditions made worse by living in a cold environment such as:
- cardiovascular conditions
- people with respiratory conditions, in particular chronic obstructive pulmonary disease and childhood asthma
- illnesses affecting the immune system
- physical disabilities that limit mobility
It is estimated that NHS spends up to £856m every year treating illnesses like these, and in 2020, 10,000 people are thought to have died as a result of living in a cold home.
A warm home also makes significant difference those undergoing treatments such as:
- cancer patients undergoing chemotherapy
- renal patients undergoing dialysis
- or people who have just been discharged from hospital
What if the healthcare sector could prescribe a warm, low carbon home to households who need it?
Energy prices have risen steeply in recent years, alongside the general cost of living. Many people find themselves struggling to pay for enough energy to keep their homes warm. Some have to make a choice being paying for heat and paying for food and other essentials. Others can afford some heating, but perhaps only for a few hours per day.
Covering the cost of enough heat to keep warm is just the first stage. But improving the energy efficiency of the home makes heat more affordable in the long term, as well as contributing to the UK’s wider climate goals by reducing carbon emissions.
The energy sector, however, is a fragmented and complicated environment. Just adding credit to an energy bill is fraught with different processes from multiple energy companies, various payment types or numerous meter types.

Our Fair Futures experts ensure we help deliver a just energy transition, championing and trialling approaches that support low income and vulnerable consumers. The Catapult has delivered Warm Home Prescription several UK NHS regions and supported many others to design their own.
We also work with other stakeholders in the energy market to look beyond the immediate, short term need for warmth to deliver warmth in the long term, reducing the need for repeat funding of heating bills year on year.
We have been trialling and refining our Warm Home Prescription service since 2021.

Our winter 22-23 service findings
We commissioned independent third party experts to look into our trials between 2021 and 2023. Their conclusions were simple and clear:
- Most households taking part put their heating up by 2 degrees, or more
- Most people said they felt warmer, and as a result, better
- Most clinicians said they could see benefits for their patients
- People receiving a Warm Home Prescription used NHS primary care services less than before
- For every £1 spent, there’s a £5 return to society
