Response to NESO’s consultation on Regional Energy Strategic Plan (RESP) methodology

In response to National Energy System Operator’s (NESO) consultation on Regional Energy Strategic Plan (RESP) methodology, Energy Systems Catapult emphasised that the following considerations should be prioritised in the methodology’s development:

  • Roles and input required from different stakeholders must be clear to ensure that RESP is based on the best possible information.
  • There is likely to be a high variation in engagement from local authorities and detailed guidance on the purpose and modes of engagement will be required.
  • Strong mediation and clear terms of reference and principles of engagement will be needed within the working groups.
  • A whole system approach to energy planning is appropriate and NESO should publish detail of the RESP methodology and its interactions with planning at different levels.
  • To make Strategic Investment Needs more practical, NESO should also consider deliverability, operational and resilience complexity.
  • NESO should set out a consistent needs case for each Strategic Infrastructure Need.
