Response to the consultation on Home Energy Model methodology for assessing dwellings and producing new Energy Performance Certificates metrics

In response to the Department for Energy Security and Net Zero’s consultation on Home Energy Model (HEM) methodology for assessing existing dwellings and producing new Energy Performance Certificates metrics, Energy Systems Catapult said:

Energy Performance Certificates (EPCs) should integrate real-world data on fabric performance and low-carbon technologies to improve accuracy, drive innovation, and provide clear, outcome-focused energy cost information for consumers.

Key points

  • Embed real-world data into EPC assessment wherever possible, by utilising Smart Meter Enabled Thermal Efficiency Ratings (SMETERs) and monitoring efficiency of low-carbon technologies.
  • Design the new EPC metrics to focus on outcomes, rather than stipulating specific technologies, supporting flexibility and low-carbon solutions most appropriate to both the property and the needs of the whole energy system.
  • EPCs should provide clear, usable consumer information that enables householders to make informed decisions about their property and enable meaningful comparisons between properties.
