Response to call for evidence on warm and comfortable homes

In response the Energy Security and Net Zero Committee’s call for evidence on warm and comfortable homes, Energy Systems Catapult made the following points:

  • To maximise the impact of the Warm Homes Plan, the government should focus on five priorities that create the conditions for innovation, improve consumer outcomes and accelerate the transition to low-carbon homes: focusing on outcomes, targeting support, improving the consumer journey, aligning market incentives with decarbonisation, and empowering local delivery.
  • The Warm Homes Agency could play a pivotal role in achieving this, provided it focuses on outcomes, delivery capacity, and consumer trust, and does not add a layer of bureaucracy.
  • With overheating in summer increasingly becoming a national health concern, air-to-air heat pumps offer the additional benefit of cooling, allowing people to stay comfortable sustainably. Passive climate resilience should always be the first choice in building design, but cooling could increase organic demand for heat pumps.
