What is a Local Area Energy Plan?

A Local Area Energy Plan (LAEP) identifies the most cost-effective way for a local area to decarbonise its energy system to help the UK meet its Net Zero target for 2050. It is led by local government and developed collaboratively with key stakeholders.

How does the LAEP help Ceredigion plan for the future?

This report provides a fully costed, spatial plan that identifies the change needed to the local energy system and built environment, detailing ‘what, where and when and by whom’.

It signposts opportunities for investment, which could bring significant local benefits, such as employment creation, air quality improvements, reduced rates of fuel poverty and better health outcomes. It highlights changes which are low regrets, and some which are more uncertain, to help decision-makers prioritise the next steps.

Is it possible to decarbonise Ceredigion’s energy system by 2050?

This LAEP identifies that it is possible to achieve a Net Zero energy system in Ceredigion by 2050.

To reach a Net Zero energy system by 2050, LAEP for Ceredigion requires capital investment of:

  • £654 million (total additional investment over business-as-usual (excluding large scale renewables) this is a 37% increase)
  • £261 million in domestic properties (including building fabric upgrades, heating systems, and rooftop solar PV

This would deliver local benefits of:

  • 375 jobs (additional full-time equivalent supported to 2050 by the investment in Net Zero)
  • £1,360 indicative annual household bill saving possible

Ceredigion’s energy system will have been transformed with:

  • 29,500 heat pumps installed in homes
  • Up to 1,500 homes connected to a district heat network
  • 23,700 homes retrofitted with wall and/or loft insulation
  • 32,200 fully electric vehicles
  • 32% dwellings generating their own electricity with rooftop solar
  • 965MW of large-scale renewable generation
