When the heat is (not) on – helping consumers plan for and choose a heat pump when their boiler fails

About 1 in 4 heating system replacements arise from a broken-down system. Three in four homeowners with older heating systems have no plans for replacing or upgrading their current heating system. During ‘distress’ situations – when a household needs to replace a system immediately – the odds are stacked against them choosing a heat pump.

Someone wanting a quick and hassle-free replacement for a failing boiler is unlikely to have the time and headspace to consider alternatives.

This report shares findings of narrative research on what influences consumer behaviour and prevents them switching from a gas boiler to a heat pump.

Our recommendations to help make heat pumps an easy, appealing option – even the default, when the time comes, include:

  • Clear policies that encourage consumers to think about when – not if – they’ll switch to a heat pump;
  • Support in exploring options, securing finances and designing systems ahead of a distress situation;
  • Expanding support like the Boiler Upgrade Scheme could help households explore options and secure funding ‘in principle’ for later use, when needed;
  • Dedicated savings schemes could encourage people to save for a heat pump, and related changes, like insulation.
  • Easy-to-navigate, relevant information that supports decision-making.
