This is an early market engagement event for the Welsh Government’s Local Area Energy Planning Programme. The programme will be procuring organisations to deliver Local Area Energy Plans (LAEPs) across all of Wales’ local authorities.

Introduction to programme

Our energy system is fundamental to almost every area of life in Wales and the supply and use of energy to provide heat, power and transportation is currently the source of the vast majority of our greenhouse gas emissions. Welsh Government’s vision is for a decarbonised energy system which provides wider economic and social benefits for Wales than the system we see today. Much of the change will be driven by greater electrification of heat and transportation and the flexible use of generating technologies, energy demand, storage and low carbon fuels.

The only way to deliver an affordable Net Zero energy system is by pursuing a joined-up whole-systems approach – and by ensuring full public engagement across the whole spectrum of actions needed. Welsh Government has made a major commitment to Local Area Energy Planning (LAEP) to help identify the low-regret actions to decarbonise local energy systems; through establishing the Welsh Government LAEP Programme. Policy 20 of Net Zero Wales outlines Welsh Government’s commitment to energy planning.

The programme is being rolled out on a regional basis, building on the four Regional Energy Strategies and two LAEP pilots Welsh Government have already supported. This approach will create the potential opportunity for various suppliers to be involved and the event on 22nd June is a chance for suppliers to engage with the programme and to understand the market opportunities it will provide. The programme is supported by the Energy Systems Catapult (ESC) which has been appointed by Welsh Government as the programme’s ‘technical advisor’; ESC will support the Welsh Government, the regions, local authorities and other suppliers to deliver this strategically important programme, to ensure all areas of Wales have a detailed local energy plan by the end of the 2023‒24 financial year.
