Building Fair Futures: A look at social housing decarbonisation funding

A patchwork of funding mechanisms has created gaps, inconsistencies and barriers for social landlords, consumers and businesses that want to decarbonise homes.

In this report we examine the available funding mechanisms and explore how the Catapult can play a key role supporting innovators, residents, landlords, local authorities and policymakers by:

  • Identifying and sharing best practice in funding approaches and retrofit delivery.
  • Supporting businesses to navigate funding mechanisms and align their offerings with real-world need.
  • Creating opportunities for co-design and ‘people-first’ approaches with landlords, residents and innovators.
  • Providing insights and tools that help businesses and policymakers understand consumer needs – particularly households with low-income and vulnerabilities.
  • Advocating for smarter, more joined-up policy that enables scalable, equitable retrofit solutions.
